What's the point if they are running a ranking update late November?

This is it for 2016; there will be no update in November.
Next update for ranks will be after the next Nationals in Alberta - July 2017.

Then we must be talking about different rankings cause Ontario is running a ranking update late November to determine next year's teams for the nationals next year.

That would also explain why many people in the rankings the link was provided to are indicated as from provinces other than Ontario.
Also, the fact that it's on the IPSC Canada website and not IPSC Ontario's website... etc...
