22-250 twist rates

I'm about to start reloading 22-250, I'm not new to reloading but this is a new caliber for me. I have been doing fair amount of reading and research before I begin, one thing that has come up that has me stumped. Everything I have read (forums and articles) on twist / bullet weights indicate a twist rate faster than 1in9 would be need to stabilize a 90gn projectile. Why would Hodgdon have several loads list for 90gn in a 1/14 twist?

If you look through their data, this is a pretty consistent trend. Powder manufacturers are interested in providing safe load data, not stable bullets. They have 1000's of load combinations to test, and having an appropriate twist barrel for each bullet is the least of their worries I'm sure, especially given the wide range of projectile weights for some calibers, would add so many additional tests. Yes, barrel twist can affect pressure minimally, but there is a margin of safety and cautionary warnings of already there. Add to the fact that not many people shoot 90 grain out of a 22-250 unless they are building a custom rifle, and then they would probably consider a more modern cartridge, like the 22 ARC or 22 Creed, than live with the limitations of a fast twist 22-250.
