22 birdshot small round, big problems

.22 shotshells are pretty crap. They might be ok for mice and rats at very close range(10'). Shot is so small and so little of it that it's pretty ineffective.
I would like to buy an iron sighted bolt action for using shorts in though.

Ya like for the pest control idea I shot some from about 35 yards into a snow drift, it spread like 5 feet wide and the little pellets made barely 4 inches into the soft snow, there not good for much...
