It isn't listed as a .22 Hornet powder on Hodgdon's site. I'm not seeing it on any of the other reloading sites either. Except for Reloader's Nest. There's one load for a 45 grain SP bullet. 11 grains with a Rem 6 1/2 primer. Drop back 10% and work up.
It is kind of odd that there's so little data for IMR3031. The powder profile says it's good for small capacity varmint cartridges.

I too could only find IMR 3031 listed for use with a 45 grain bullet in my Lee reloading manual. It is listed as a compressed never exceed load. 1675 fps-small rifle primer.

You can't get enough 3031 in a hornet case to achieve even modest potential in it. Use something a bit faster burning. One of the best currently available is Lil' Gun. Regards, Eagleye.

Even with heavy bullets you can't get enough into the case to get pressures up to where the powder will burn cleanly. Another powder to try is AA1680.
