A 22 rimfire can be very accurate at 200 yards/meters.
You need a good platform to start with.
You need top quality ammo that your 22 likes.
You need good optics in the 24-36X range.
You need a quiet, windless time to shoot.
Then you can be sub-½ moa, even with the lowly 22 LR.

For fun at the range out past 300 you will need a bigger gong;) I have a Dar22 with KIDD parts and trigger and 18" barrel and just need to learn how to shoot it:redface: All the tragets are with 22lr FGMM subsonic ammo.

200 yds under 2" is sub MOA. You just won't get that from a 10/22 at 200 yds. Look at a heavy barrel savage, or CZ bolt action, and a quality scope with no less than 24x magnification and adjustable parallax. And match grade ammo. It can be done, but the package will be $600-$1000

...and WHAT exactly do you base that staement on? All things being equal, excellent quality barrels are available and I really don't buy into the 'semis are not as accuare as bolt guns' as much as I used to. True, it's a more complicated system but if you are willing to modify the bolt for correct headspace and have a nice rigid rig I seen no reason why you can't achieve MOA out to 200 yards and beyond. It might be easier with another platform but if this was easy everyone would do it :)
 
I sorta agree with Mike. I have a semi auto and the drop off is different than a bolt action. However if you do have the optics that can adjust for over 5 to 8 feet in drop. With good ammo I think you could group well. Just not as well as a bolt action.
