.22 on a budget

If money is really tight you might look at a Norinco JW15A. These rifles are basically clones of the CZ452 and are available in both a compact model with a 13" barrel and and also with a 24" barrel for approx $220. I have a number of CZ rifles and I am considering buying the compact JW15A

The open sights on the Norinco are poor though. You would need to factor in buying a separate scope.

You can get rifle + scope packages from a bunch of manufacturers for the same price as a Norinco + separate scope.
 
Here's another vote for the Savage MkII.

Get the least expensive model with the barrel weight you want. The trigger is adjustable out of the box.
If you feel like customizing it down the road, the trigger can be tweaked cheaply, the bottom metal can be replaced, and you can swap in a Boyds stock in your choice of colour. I found the heavy barrel in an Evo stock required shortening of the barrel so it wasn't nose-heavy.
