.22 short can be accurate in the right gun to 100 yards without trouble, problem is, shorts usually don't shoot terribly well due to the long jump to the rifling as there are very few short chambered .22's. In a custom/aftermarket barrel, and in target .22S pistols the .22 Short gives as good or even better accuracy than the .22LR.
The potential is there, the guns aren't for the most part. Ammo is somewhat lacking as well.
Figure on a 50 yard effective/accurate range with average gun/ammo combo.
