.223 Neck Tension Problems

I recently started reloading .223 for a RRA Varmint Model (Wylde chamber) . The once fired Federal Brass all lack enough tension to hold the projectile after being Full length sized in new RCBS dies. Are the dies out of spec ( expander ball measures .224 but I don't have the most accurate Micrometer)?
Do I have an undersized batch of bullets (measure .224)?
 
I wouldn't think first off that it is the die nor the bullets. It sounds like your die may need to be turned down a little further. Try 1/4, 1/3 and a 1/2 turn down further into your press. Also, are you putting a little additional force down at the end of your rams stroke? Generally the extra pressure is what sets the neck tension. These were the problems I encountered when I first started reloading. A little adjustment and a little more pressure resolved my tension issues.
 
If you can feel the sizing button pulling through the case neck as the case leaves the die then it is most likely a problem with bullet or button size. If you can't feel that resistance, it is most likely a problem with the neck portion of the die being oversize.
You did say this was a new die. Maybe you got a bad one.
 
At .224, the expander ball seems a big large.. mine are .222... if the expander ball leaves a .224 hole, there won't be any tension on a .224 (correct size for 223 rem) bullet.
