.223 powder differences

I was just looking at my reloading software and noticed that the list load for a bolt is different from the load in an AR. There is no listing for BLC-2 for an AR, but it is found under the bolt gun charges.
I also noticed that the load for RL-7 is much lower and the max velocity is listed as lower from an AR than in a bolt gun.

I would think that the AR could go with a higher charge, as it seams reasonable it would ensure proper cycling of the bolt, and is there something wrong with BLC-2 in an AR?

BLC-2 is an excellent choice with .223/5.56 in an AR.
Go to Hodgedon's site for load data.

You're going to be in the 23 to 25 grains area depending on your load.

I have data in my Hornady books, but in the Sierra Infinity Suite 5 software, it breaks down the .223 into two different breads. The load for a semi and the load for a bolt gun differ, so I was thinking I was mising something... perhaps something big.
