I called Hornady this afternoon about this. Basically their technician told me it is a crap shoot with the 1:9 twist. Some barrels will shoot them just fine, and some don't.
As far as the different twist markings on the box, they had both because at one time they figured all 9 twist barrels would would shoot these bullets.
