.223 with Varget and 69gr SMK question

I'm loading up some 69gr Sierra Match Kings in Winchester brass using Varget.

Maximum load on the Hogden site says 26gr.
Is it normal that it's a compressed load starting at around 25gr?

I checked my digital scale with my balance beam and check weights and it's dead on.

I'm working my way up from a starting load of 24gr in 0.2gr incriments.

I'm using 25.6 gr of Varget with those bullets and am very happy with the results in both my Savage 12 FV and my Mini 14 Target. I finally found something that gives me 1" groups in the Mini. :D
 
You can use an electric shaver (reciprocating eg Braun) to settle the dropped charge so you dont get too much powder crushing..

Or you can use your tumbler. Unless you keep your electric shaver on your reloading bench, then, why not?;)
