One of my local gun shops use to sell SKS Tracer rounds for $1.00 each and I've seen them at guns shows. Wondering what the exact law is regarding possessing them? Lawn enforcement or army only?

Legal to possess and shoot tracer. Many gun ranges will not allow tracer due to the fire hazard posed, and even when you find places to fire it, caution must be exercised to avoid fires.

That said, they are quite fun.

Received some Information from Explosions Regulation Canada in an email this morning:

Please note that by definition in the Explosives Regulations (see section 2 , safety cartridge), tracers are not allowed for commercial sales. There is no definition as such for a tracer round, but this consists of a round or cartridge with a capsule located behind the projectile that contains a pyrotechnic composition which ignites when the cartridge is fired.

I then looked this up:
“safety cartridge” means a cartridge for any shotgun, gun, rifle, pistol, revolver and industrial gun the case of which can be extracted after firing and that is so closed as to prevent any explosion in one cartridge being communicated to another cartridge but does not include tracer, incendiary, high explosive or other similar military type cartridges;
