Is there any difference in power or FPS when shooting the exact same 22LR bullet out of a Rifle vs shooting from a pistol?
 
Rimfires tend to hit top velocities with approx 16 inch barrels. That is how long the powder takes to burn. Anything more or less than that is going to be less. Pistols are a fair bit lower. I haven't had a chance to shoot over my buddies chrony yet, so this is all general theory, I can't provide any hard numbers.
 
I'll be lazy and post for these 2 guys (instead of making the effort to be commenting on my own) ;) :

I used a friends chrony to test federal bulk pack awhile back. It was my 18" 10/22 vs my 4.5" 22/45. I think the average difference was 150fps.

I chronied CCI standard velocity ammo once, shot out from my target pistol with 5"-ish barrel. Velocities were very consistent around 920 fps. That is some 150 fps below advertised 1070 fps. As to accuracy - that same pistol deliver rifle-like accuracy when benched, and I have a feeling that given the same sight radius it will be just as accurate as target rifle.

Longer barrels may still give better percieved accuracy because of weight of the barrel distributed far out and thus dumping adverse movements induced by the shooter.
 
To further above comments I'll just say there are different powders out there. Some are better suited for pistols while others are not so. Too bad manufacturers never bother to disclose suitability for pistol. Remington thunderbolts for example, loose over 400 fps when shot out from pistol. When I chronied thunderbolts their velocities were fluctuating between 650fps and 800 somewhere. CCI standard velocity were consistent at around 920 fps. I think Tenex Pistol MAtch ammo was also around 920 fps - I never buy tenex for my 22 pistols anymore. CCI does the same job for much less and feeds better through most of my target pistols.
