Do these even exist? I'd like to punch more clearly outlined holes in paper to more accurately determine my grouping but can't find any .22LR in a wad cutter design... does it not exist? am i just being to optomistic?

"...Do these even exist?..." Not like a .38 Special. What ammo are you using? HV's will make a less clean hole in normal target paper. Standard velocity will make a cleaner hole. Mind you, a clean hole has nothing to do with group size measuring. Measure the outside of the widest holes or measure that and subtract a bullet diameter. .223".
Group size isn't terribly critical with a .22 anyway. You can buy a plastic overlay that allows you to see if the bullet touches the line for the next ring up.

Spray your targets with a starch + water solution and allow to dry overnight. You get a much cleaner hole from a more rigid target.

Yellow jackets cut nice holes.

Aside from that, are you shooting purchased targets or targets you printed out yourself? When I print targets at work, I print one copy out and then photocopy a bunch of that target onto coloured construction paper that I buy in a pad at Walmart. Humidity can really affect how your targets tear. Try to keep them dry and they'll cut holes. Some air gun guys put their targets in teh over for a while at low heat to get nice clean holes.
