Yes, FTR is caliber restricted. F is not.
I'm not aware of any other PRAs having different classes/calibers for PR.

Looks like you're right, I just checked the ORA PR page and it looks like any caliber goes. I did not know that.
 
He's talking about the 308Win with the 700 AAC-SD. From what I've read, approx 18" for a full powder burn but velocity still increases beyond that. For 308, there isn't a lot more velocity to be gained beyond 24" ie approx 50-60fps from 24" to 28".

Ah, okay! Well, he's going to enjoy better barrel rigidity with the shorter bbl which should tighten up his mean groups. As for the AAC-SD, I'm guessing that's a model of suppressor. I can only say that the guys I know who ran suppressors on their bolt action weapons did note a POI shift. When I was running suppressors on carbine length service weapons we noted minimal POI shift.
