To my understanding no manufacturer chambers the 25 / 20 wcf so my next option is to have one made. What's the best suitable donor action. ? I'd like a bolt action or break action. Single shot bolt action is fine. I'd prefer to not "invest" in a Winchester lever gun as it will be used for hunting
 
I got a 32-20 it is a dandy cartridge in a modern steel Marlin, Winchester 92 or clone. Browning did make a Model 92 in 218 Bee but they are a bit rare. I like unusual older lever cartridges but component supply can be a pain.
 
The savage 23 is that not just a glorified rimfire action.?I remember holding one and for some reason thought it head spaced and locked up by the bolt being held in the wood kinda like my model 39 cooey. Like a full scale repeating zip gun with the action in the barrel iirc.
 
Have a look at the discussion about a Husqvarna Model 25 bolt action .32-20 in the "Black Powder & Antiques" forum. If you could get your hands on one of them you could have the barrel re-lined to .25-20.

Those are nice looking guns too. Tradeex sells these rifles, IIRC, from reading a recent post. Are they fairly common in 25-20? That may be a good option for you.

I have one, but I don't think that you see them as often as you do the 32-20.
Another option, if you like pumps, and can find one, is the Marlin Models 27, and 27S, made between 1910 and 1932
 
I have a Marlin pump, it's awesome.
I've shot about 10 rounds out of it, just getting geared up to do some reloading.
 
Also there is the Remington model 25 in 25/20WCF, I have one a real nice carrying rabbit gun. But got the bug for a custom rifle in a bolt, so this is going down the road soon!
I've been loading old CIL jacketed hunting bullets that a good friend gave me, but will need to find a new source of cooper jacketed hunting bullets, I think Hornady or maybe Speer make billets still?

The 25/20 was the calibre used to take the James Jordan buck in 1914 which was the N0. 1 Typical Whitetail for many years until the Hanson Buck became took the record in 1993. Quite a cartridge to hunt trophy deer with, but back then they used whatever they could get their hands on.
 
Hornady did have a #2510 bullet. .25 caliber 60 grains. They may still make them. Got some years ago and some new Rem brass. Still have a bunch of old imperial factory stuff but at the time I was playing around with it as a coyote gun and wanted a lighter, flatter shooting round than the factory 86 grain.

They do. Speer also makes a 75 grain bullet for the 25-20
