Is there a difference in effective range between 26" and 28" barrels. If so is there a choke that will work for steel and lead shot that will give the 26" the same range as the 28".
 
for all intents and purposes there is really no obvious difference between a 26" and 28" barrel. the same principals apply for steel and lead in various choke combinations regardless of the barrel length. there's really no difference in range in barrel length, choke is the main factor.
 
I concur with 12magnum. While there might be a slight decrease in velocity in shotgun barrels shorter than 18," since all of the powder might not have burnt up in very short barrels, there is no difference in velocity at the lengths that you describe. Even for shorter 14" barrelled shotguns, the difference in velocity has no discernable effect at the ranges at which they are used.
 
I saw test results in a book or magazine years ago....

Starting at 30"....for every inch less...lose approx. 6fps or so.

The barrel length is more to do with sight plane (longer for passing shots). That's not to say you can't shoot well with a 22" barrel for geese, but the 22" barrel would be easier to manipulate if you were pitted in since it is shorter.
