I submitted my PAL application by registered Xpresspost with tracking number and noticed that it was received and signed for on March 4th. On the flip side, I haven't seen any payment come off my credit card yet as of today. I called the CFC to see what the status is, and they mentioned that it is probably sitting in the data clerks office waiting to be processed with that days mail due to a backlog of application (apparently there is an expiry on free renewals and they are swamped).

Since I'm not sure when the data clerk plans to process it, I was wondering about that 28 day mandatory minimum waiting period. Is it from the date of receipt, or the date of process? I would assume that applications received would be given a received date, but it hasn't been entered into the system yet.

If it is date of receipt, then I'd already be on day 10 of 28 and all is well in the world.

I believe it's the day when they received it. Call them after 3 weeks and ask (be very polite) for a quick update. Don't ask anything else..... it does miracles.
I usually am polite. I called a couple times because I wasn't sure what happens. The first person I talked to last week said that they charge your credit card as soon as they look at it, and since it has been 10 days without even an authorization for the amount on my CC. Lady I talked today just simply said that their data clerks just haven't gotten to processing that day's mail, so I just wasn't sure whether they date it when the application is received or when they process it into the system.

I'll check next Friday if I still don't see a charge on my CC.

Mine took about 20 days from receipt to showing on-line...this seems about normal. The credit card will get charged soon enough. Within a week of showing on-line you should get the reference checks done. Mine was completed at the end of the 28 day wait period and then it took a week and a half to get to me. It's a hard wait.

Me and a friend had a similar course except for the mailing part. His needed some extra reviewing before it could be issued cause he had answered yes on one of those questions.

Mine was also signed for on the 4th. I called yesterday (the 13th) to check on it, and was told that it could take up to 2-3 weeks for it to show up on the RCMP website. That's all the info I was given, so I guess it's back to waiting. If it hasn't shown up by the end of next week, I'll politely call again and see if I can get a status update.

Mine (just over a year ago now) was 16 days from receipt to billed. 28 days started on the day they signed for it. The condensed version;

D-Day; Received and signed for at Miramichi
D+16; Credit Card Billed
D+17; Called 800 number "Hi, making sure you got all the papers you needed."
D+23; Called 800 number "Hi, calling to do my interview for my PAL." Interview completed. "May I have my application file number so my contacts can call you?"
D+23; Reference #1 called 800 number, "Calling as reference for Mr. Noltz, application number 54321
D+24; Reference #2 called 800 number, same as above.
D+28; Website changed to "Your license has been issued. Watch for it in the mail."

An update on mine, for those who care:

Signed for March 4th.
RCMP site claims it was "received" on March 21st.
Both references interviewed by April 22nd (one was hard to contact. The other was done in early April).
Been at the BC CFO since then. Last time I called was last Friday, June 7th.
Still waiting. Apparently, the "BC CFO is quite backed up". You don't say.

I believe the last business day (Friday) makes it 102 days so far...

Site still shows: "Your application has completed initial processing. It is now in progress. Please check the status again at a later date."

I believe that's 28 straight days, but that's just the mandatory waiting period. It's a lower bound, there is no upper bound. They "try to get it done within 45 days", with, of course, no repercussion to themselves if they fail miserably to do it in over twice that!

Many, many, many months later (application originally received in Ottawa March 3rd, it is now the end of August):

Current Status: Your application has been processed and your licence has been issued. If you have not received your licence within 2 weeks please contact the Canadian Firearms Program Toll Free number.

The 28 days thing is a joke anyways. I seriously doubt anyone has received their license in 28 days. Ever. More often than not it seems to be 3-4x that length of time. I've been waiting since early july, and my application is finally only into processing.

What is the interview you are talking about?? Is it a new thing? I got my PAL 1 year ago and I don't remember doing an interview... It took about 2.5 months to receive my PAL.

Also my references told me that they didn't got called...

I have a security clearance from the gorvernement maybe that helped?

Once again, the 28 days is the mandatory waiting period. It is a lower bound. You definitely, for sure will not get your license in under that.

You'll note that there is no upper bound.
