28 Ga. Single not shooting straight

Ok, I know this may give me some teasing but I've obtained a Remington 28 Guage single shot. It shoots low and right by about a foot at 25 yards.
Perhaps it's a "comb" issue? (I'm talking from the bags on the bench even!)
It looks as though the front bead has been replaced. Perhaps it's too high???
I'm not new at shooting so no stupid pills please, just nice clear advise!

Try a different brand/load of shells. Some may work better than others. My 12ga 11-87 will give some patterns high right, low left, and bang on, depending on what shells I'm using.
 
In bright light, look down the tube from the inside and then the outside. Is there a gradual bend?
Barrels are pretty soft and easily bent, even if you don't see a kink.
 
So bend it (gently, without putting a kink in the barrel) until it shoots straight.

When putting vent ribs on shotgun barrels as an "aftermarket" mod., it's most often neccessary to bend them (in an upsweep) to regulate the the centre of the pattern with POI at 40 yards.

A hand press arbour at the midpoint with the barrel supported at either end proved best ... just a little pressure at a time and check, check, check.
 
Police armourers get 870's to shoot slugs to point of aim by banging the end of the barrel against anything that will not mar the barrel. Rough but effective. Remember they don't own the gun. (I know I am one)

2 things not mentioned:
1)did you get new eyewear or are you due for a checkup, a friends eye 'wandered' one time for a bird season and he later found out that he had a slight defect in new eywear.
2)i had a choke tube that went out of true and did a similar thing.
 
Problem solved...

So I found out that this was setup for a left handed shooter. Was I impressed! I knew his is a lefty but it never crossed my mind once!

The old way to get a barrel to shoot to the point of aim is to take the barrel off the gun and hit it on your spare tire. No joke, take it easy untill you learn how hard and where to hit.
 
If you take it off as 8mag said and use a bag of shot instead of the tire you will likely get better results and the people next door won't look at you so funny .But again watch out for where to hit and how hard[it's fairly easy once you catch on ]
 
A suggestion , you may want to try the bending technique on a piece of conduit or steel tubing , to get the idea of where to hit the barrel and how hard. Check it for straight by looking down inside of pipe, put a piece of tape or make a mark for the top of barrel, then whack and check how much you bent it , then try to return it back. Remember you are trying to improve a sighting problem of a foot at 25 yards, not straighten a barrel.
