The 280 rem when introduced by Remington was offered in there 740, 760, 721 and 725 rifles. and loads where light, later they brought out the 7mm express 1979 in the 700 action to boost lagging sales then the reloaders got the true potential of the 280, Remington never change there ammunition to hotter loads because there was a lot of pumps sold, In 1981 Rem renamed it back to the .280 rem, still today a great great cartidge. Even Jack Oconnor said the 280 rem was a better cartridge than the .270 win
Just go up slow from max in I had a 280 express and with IMR 4831 was just under 2950 with 150gr partitions. not much you couldn't hunt in North America !
