For my new rifle I cant decide between a 284 win or the 280 rem. which way would you go and why.

IN a new rifle, what is chambered in 284 Win these days?
It's a semi cool case, a bit too long for a real short action when using long bullets, nowhere near long enough to need a long action.
280 is the painless way to go.
Rem338Win has a beautiful 284 Win, but short action M70's are hard to find and the list of guys who can build a 284 on one that runs right are short. And the guy who built this one? Chances are good he's not interested in doing it again...
For the extra 3 oz or so and 1/2 inch you put up with in a long action over a short, I'd now go long action every time. Speaking of those two cartridges specifically.
