30-30 bullets in a .308 casing?

Sure.
Sure can. You can also load pointed tip bullets in your 30-30 cases as long as you don't plan on using them in a tube magazine. I load them every year for my buddy who's got a 30-30 bolt gun with a regular magazine in it.
Friend of mine who lives North of here got tired of his 18 1/2" Rem 600 beating him up. He tried some 170 gr FN at 2400 fps in it. Light recoil, very accurate, and kills moose and caribou with them every year.

I have quite a few Nosler Balistic Tip 150gr, and I was thinking if it would be safe to load them for my tubular 30-30 AFTER REMOVING the plastic tips, which would leave the bullet with a big hollow point, any thought on that?
not quite blunt enough for safety, if the total hollow tip fits inside the edges of the primer (which I am sure they will) , it will have the potential to cause a discharge. Even the use of round nose bullets can be dangerous if the lead is hard enough. My vote is a solid NO. Just to sharp and hard and narrow for safety.

You can put one in the chamber and just one in the magazine and be perfectly safe.
Did it for years. Turned my father's M94 Winchester into a real rifle for him. Loaded rounds up to the max pressure of 40,000cup or thereabouts. 30gns of IMR3031 sent 165gn Hornady Interlocks downrange at an avg MV of 2295fps and 28.7gns sent 180's at an avg MV of 2110fps. With a decent scope, this effectively turned that rifle into a 3-400yd gun with either bullet if you needed it. However, I never shot it over 300yds (C'mon, we lived in NS for crying out loud!! Very few shots over 300yds!) and my father probably not over 200 (but I shot more. He caused more bore wear cleaning it than he did shooting it, I think he still has the original box of cartridges he got with the rifle. He shot 5 rounds a year at most. 3 to sight in, one to knock down the deer, and maybe one to finish it off if it needed it.)

Yes, I have done that, too. But be very careful of the OAL when loading bullets not intended for the M94. If they are too long they will not transfer from the magazine to the chamber. Some bullets are just too long (too pointy) to be able to be seated deep enough.
I load 150gr military bullets upside ddown for plinkers. They fit the magazine perfectly. They looked like wad cutters. No good for hunting, but great for gravel pit plinking.
