I'm leaning towards it being a headspace thing. I had a Marlin 336 that did this with all the factory ammo I fed it, including LeverEvolution. Don't think the Hornady stuff would be loaded to low pressures. I wasn't too worried about it. I ended up selling the rifle before I got around to loading for it. Had I done so I'd just measure the fired cases in a headspace gauge and set up my FL die to bump the shoulder 2 thou so as not to overwork the brass.

Don't be afraid to try neck sizing or partial full length sizing your brass.
The 'lever guns require full length sizing' stuff is mostly myth, with a large part of total
thrown in.
I rarely full length size my 30-30 loads. I've been hunting with them for 40 years with no issues.
Simply cycle the loaded rounds through your action (in a safe location) to ensure positive feeding.

When you fire a case that is a bit short for your chamber, the primer is pushed out by pressure that is too low to stretch the case.
Neck sizing leaves the case fire formed to your chamber, so that it headspaces on the shoulder. This will make brass last longer, and eliminate primers standing proud with low pressure loads, assuming the fire forming stretches the case to your chambers dimensions.
