Reloading with cast bullets and plinking loads is as good as you will find.
The only bulk deal you will get is going to the local shops and seeing what kind of deal they will give you on a large order, but likely you won't see huge savings.
Sorry to say but 30-30 just isn't a round that comes in a bulk FMJ. The design of the round itself requires Flat or RN soft point hunting rounds which up the price significantly.
I have never seen a bulk 30-30 deal advertised in the 4 years I have been shooting one.

Pretty much look for a cheap brand of commercial ammo then look for a box of 3030.... it doesn't exist as surplus so cheap and bulk aren't likely. If you end up casting your own bullets and reloading then you'll be able to shave some costs that way.

Loaded ammo, no... but if you reload, you can get projectiles dirt cheap from Budget Shooter; 100 count of 150gr flat-nose for $18.00
I don't know where to find brass on the cheap, but shoot enough loaded stuff and save it, then reload and you'll probably be weighing in at $0.30 a shot or so.

Once in awhile, you will come across .30-30 for between $14.99 and $20.00. It is worth buying it just for the brass. Shoot it for practice and then reload. That is about the cheapest way to do it. If you cast your own lead, then you are set.

That is incorrect. There are several pointed cartridges available for the 3030. It is the design of most rifles firing 3030 cartridges which require the flat or RN hunting bullets, not the round itself.
