Hi there I have a #4 that someone did a very poor scope mounting job on. What I wanted to know if it's safe to use a mig welder with lots of heat sinks on it to fill in the tap holes on the bridge, top of chamber, and the dove tail on the base of the barrel?

Don't know about a dovetail in a barrel. That's a lot of filling.
For receiver holes, contact Jason at Gunco in Nepean (Ottawa). His welder uses TIG. Receiver will be repaired and refinished.
The other consideration is whether it is cost effective to have this work done.

fill the holes with the proper size screws, (with loctite) and then carfully grind the heads off...

you can then have them gently welded, but they're pretty unnoticeable unwelded too...

If it's a standard sized dovetail, you can buy dovetail blank from brownells, and file it to fit, and loctitie that in as well...

Black BBQ paint or automotive header paint will cover a multitude of sins, and not be too far off from the original Suncorite paint.
