I have a friend who prefers his 303 over his odd six. For range days i cast 150 grain bullets that also get used in 7.62x39

Canadian govt did send a bunch of surplus .303 to Ukraine. It does exist.

I've seen a handful of Vickers/Maxim guns rigged up for anti drone defense, so I'm pretty sure that's whats chewing up the .303 they're being sent.

Almost certainly not. PM1910s are chambered in 7.62x54r and are extremely common in Russia and Ukraine. If the Gov. of Canada sent Ukraine .303 that was likely the easiest way to "write it off" or "dispose of it". I'd be floored if any IVI .303 has ever reached Ukrainian soil.
