303: Tried headspacing on shoulder, not rim?

In the case of pre No.4 actions they were (i think) headspaced by hand usually by the unit armourer hand stoning the bolt face to obtain correct spacing.I have a No.1 with a bolt face that you could ski down! In my case the above would have little to no effect so on these rifles check the bolt first.
