f:P: I am not sure about you but before making recomendations on powder charges you might want to know what weight bullet he is loading... How did you come up with 18-20 grains would be good for him?
 
Thats what I am using in my ar too :)
I was more concerned about the person giving out random reloading info... i'll see what I am loading mine too I have a really light load and a full power load... how long is your barrel ?
 
Load info 3031 52 gr hollowpoint info taken from speer reloading manual

MAX LOAD 25.0 gr- 3329 fps
mid load 24.0 gr- 3123 fps
min load 23.0 gr- 2941 fps

use caution when reloading start with lighter loads and work up
 
IMR3031 is all I use for my 55 gn FMJ 1/12" AR-15 . For some reason it really likes this powder and works most effectively on the odd gopher also. Since it is a cylindrical powder you kind of have to give it a shake first to get it all in there sometimes.
 
I also have a few pounds and I'm looking for a new load for my XCR-L in 223 so thanks for the info I'll give this powder a try...
 
I only use 3031 in the .223 and .222 55 - 62 gr FMJs reloads I do. This caliber seems to like 24 grains but I have tried 25 gr Varget with 69 gr SMKs with great success.
