are there manufacturers to avoid when buying factory ammo if one wants to re-use the brass?

or better yet, which manufacturers use the best brass for reloading purposes.?

"...are there manufacturers to avoid..." Not really. Some brands are better than others, but buy ammo based on how well it shoots out of your rifle.
"...Federal is proving..." That's odd. Federal brass is known for being softer than other brands.
"...not find better than Lapua brass..." Expensive stuff.
 
Lapua .308 goes for anywhere from $80.00 to $90.00 for a box of 100. If you're reloading for hunting or plinking, it's too expensive. If you're reloading for target/precision, it's worth every penny.
 
Yup...

best brass would be Lapua or Norma

I am in the process of loading up fresh Lapua brass, it is great.

Winchester is good though for hunting/plinking though and is usually readily available.
 
I find Win brass is harder to begin with, and work hardens a lot faster than FC or RP brass.

Lapua brass works and resizes like it's made from butter churned by angels.
