.308.. good rifles?

Don't worry about the second shot. 99% of your hunt is determined by the first shot.

You want a comfortable and fairly accurate rifle. Of the two mentioned, i would choose the Howa. I would develop a 150 gr load for smaller game and a 180 load for deer and bigger stuff.

The 150 on deer is rather destructive.

For deer and coyotes like the OP asked, why wouldn't he go with a 7mm08 if available in a rifle in the right price range. An absolutely deadly deer round and with flatter trajectory and lighter recoil for the dogs. He never mentioned heavier game so the long action .30 calibre guns are not really necessary and a bit too much gun for varmints. My 2 cents.

The .308 is a fine deer cartridge. I've used one in the past in Saskatchewan and took about two dozen whitetailed deer over a 10 year period.
Used factory Remington Core-Lokt and old Winchester Slivertips both in 150 grain weight for use on the prairies & river buckbrush.
It was a rare day when I had to use more than one shot to fill a tag, and in my last couple of deer seasons there, all I brought was 3-4 rounds with me on opening day.

im looking to shoot anywhere from about 100-600, i doubt the 600 will be common, but i would like a rifle that is capable. From what i know, .308 fits the bill, the reason i havent looked into 7mm and 243, as some of you have suggest is simply because i am 100% unfamiliar with those calibers.

Sumthin' like this would be uber awesome if the scope was a Busnell Banner with a Command Post reticle. Rings need more elevation.

You can purchase the Weatherby Vanguard .308 for around $550, it is very accurate and is made by Howa.

This is from a T/C Icon .308 with 168gr A-Max,44gr Varget shot yesterday @ 100m.It's a hunting rifle not the Precision Hunter.

My suggestion as well in the 16/116 stainless steel with accu trigger and a scope to get the OP going for around 615 plus tax he'll have some left to buy ammo to and be under 750.
