Is there any where I can purchase a 30mm round or should it be called a shell?

Collectors source has a selection of deactivated artillery and various cartridges. A touch pricey but they might have what you want. I got some WWII 20mm rounds through them a couple years back.

One that is not rusted and cheap. Prefer one that is newer, like the one's used in USAF A-10

In that case you're looking for a dummy (training) version of the 30x173mm PGU-13/-14/-15 series. Might be a bit of a chore to find one.

I think dummy/deactivated 37mm and 40mm bofors are available and not too expensive. Also far more impressive that the Gau-8's shell.
