Bought some Speer .32 Cal Lead HBWC 98 Grain,but I could not find any lube on the bullet,do I have to lube it before reloading or is it good to go out of box?
My Speer HBWC are already sized at .314 why would you want to size to .311 . Load them out of the box they are already swaged and ready to go.
I am loading for 7.5 Swiss Ordnance 1882, .314 won't seat and chamber properly, I would like to try sizing it to .311 to see if it will seat and chamber properly and produce good accuracy.

Have you slugged or measured the bore and cylinder mouths? If the grooves are the bigger measurement then hollow based bullets are probably the best bet and sizing to whatever loads best will work fine.
If the mouths are slightly bigger than groove then plain base should work and hopefully you can load them at groove diameter or slightly bigger.
What brass are you using?
