Are chalk rounds, plastic or wooden dowel rounds fired out of 37mm legal in Canada? Target practice or competition purpose of course.

I'm reading that in USA, an owner of 37 mm launcher can only fire such projectiles if the launcher is registered as a Destructive Device.


If these rounds are legal in Canada, any reloading recipes?
 
Grog's site has the US ins and outs. 37mm in Canada are considered signalling devices such as flares. Bangers may be illegal. Not sure of projectiles. 12 gauge adapters for shot shells would make it a short barrel firearm and a prohib I believe.

To do this seems to me extremely Dangerous.
The few 37 Flare Lounchers I have seen where out of what seems to be Popmetal. Sturdy enough for a Flare but defenitely not Good enough for any kind of a Black Powder Charge.
