It appears so, and I could only speculate that the case head might be heavier.

Case head could be heavier or the interior might be tapered (heavier walls) and get thicker towards the head. Some shotgun shells are like that (e.g. the old AAs, I believe) which is why you had to be careful which wads you used with them.
