Does that mean that the bore limit doesn't apply to flintlocks?

Does that mean I really could have/build a flintlock arm-howitser like the great birding guns of yore, that killed off the passenger pigeon?:D :D :D

That depends on which side of the 49th parallel you are on. If you are on the south side, most guns over 50 cal are considered Destructive Devices and are registered and regulated. Also a US $200 transfer fee each time it is sold.
