Stiller actions NORMALLY use an aluminum rail, typically either flat or plus 20MOA. Surgeon actions are normally associated with a built in rail, there may be others that also employ that.
Personally I am not big on integral rails simply on account that you are 100% committed to what you get. It is easy to change a rail to increase or decrease the MOA it has built in, but only if the rail is not integral to the action.
Not being a huge fan of aluminum rails on boomers, we made our own rails for the TAC408 actions from 17-4 stainless and put 40 MOA into them not seeing that a rifle like this would be used for close range work.

This statement baffles me since I'd imagine a cut chamber for ball would be more sloppy then a chamber cut for 'elite' ammo (whatever that means) If the rounds are manufactured to fit in the mag, then all things being equal, wouldn't tighter tolerance ammo fit in a looser chamber? Can anyone with understanding experience answer this question for me?

I read an article where it stated that Mr. Furlong is trying to get on a SWAT team. I don't see why they wouldn't want his skill behind a precision rifle on the Edmonton SWAT team.

Here it is, the article is mostly on his record distance kill, the last sentence of the article is the referencing to him looking for placement on a SWAT team. I bolded it here below:

From what i have read in the past i believe you must be a beat cop for 10 or twelve years before they will consider you for the swat team. Cant remember where i read it but am pretty sure that was the rules for EPS
