40S&W Bullet ID

Hi All

Trying to identify the bullet in this pic.

The case is a 40S&W case but the bullet doesn't look like any Speer TMJ bullets that I could see.

I'm guessing it could be a reload, but my buddy says it is supposed to be a police practice round.
