It's a ####ty internet term used to describe the length of the barrel that is actually threaded into the action, so basically the length of the barrel from the face of the chamber to the tenon used to set headspace, factory actions usually run right about an inch and aftermarket custom actions run up to 2 inches in length as they tend to hang heavier longer barrels on them
Unfortunately this info is erroneous. YES a Remingon 700 tenon length IS 0.700" + Recoil Lug thickness, however a rimfire Remington 40X tenon is 1/8" shy of the front of the ejection port cut out on the receiver as there is no bolt lug recess at the front of the action:

So a rimfire Remington 40X barrel tenon should be threaded to 1 1/16" - 16 TPI (same as R700-40X centerfire) and the tenon length should be at least 1.5" + recoil lug thickness. Finally a recess at the action screw must be made in order not to crush the threads with the action screw and mess up the receiver assembly.

The barrel/receiver threads are 1 1/16 - 16 TPI (1.0625" - 16 threads per inch) regardless if it is a Remington 700 centerfire rifle, 40X centerfire rifle or 40X rimfire. Any Factory Remington 700/721/722/725/40X uses 1 1/16-16 TPI barrel/receiver threads.
