Only restriction on shot is: "shot larger than No.2 shot (or if using non-toxic shot, you may not use steel shot larger than triple BBB steel shot, or bismuth shot that is larger than double BB bismuth shot"
Is that supposed to read "no shot larger than No.2"? I sure hope so.
To answer your question, if you are potting grouse on the ground, then the 22 or 410 will serve you well. If you are after ruffed grouse as a challenging quarry, then a shotgun used to take them on the wing is what is required, and the 410 is marginal in this role.
Use your 12 and learn how to shoot it; try shooting skeet 'gun down' with the safety on.
