An FYI, Shotguns and their acoutraments are controlled by the dept. Of commerce in the USA and can be exported freely.

Not like rifles and pistols.

A permit is required to export shotguns out of the USA.

There are no exceptions on shotgun parts, rifle parts you can export without a permit to a specific value, shotgun parts cannot, for example choke tubes, you cannot export a choke tube without a permit.
 
The OP was looking for reloading dies.
Non-automated reloading equipment can be imported form the US without an export permit.
Gun parts for cartridge firearms, firearms, and ammo require an export permit.
Muzzle loaders parts, & some loading components for muzzle loaders are also free to import.

The reason Briley ships is because they have an export permit. In the case of handguns and rifles it is under ITAR, you can export under a certain value without an export permit. For shotguns it falls under the Bureau of Industry and Security, they have no exception for shotguns, shotgun parts or shotgun ammunition, you need an export permit for all of those. If you choose to do down to the states and buy a choke tube and try to cross the border without an export permit you can get into a lot of crap.

Reloading dies do not fall into these categories, but bullets, wads, powder, primers and brass cannot be exported without an export permit.

I don't know who state side I buy from has a permit and who does not
I just know wads, choke tubes, stocks and any small parts I have ordered for my shotguns state side come in no issues and are shipped directly to me
Only barrels and hulls was I required to get Prophet River involved and I order items on a regular basis
