Might just have to try something like this ! I have a bunch of crimped blank cases that will be useful . Would wooden bullets be a possibility ?By that I mean would a shot gun primers be strong enough ? I have a 12 inch barrel . Cast wax ? Turned plastic ? What weight ? Just had a thought nerf darts ! Going to have to track some down and measure .:nest:
 
I did "cast" some 9 mm bullets squirting hot glue in a lee mould.
They turned out really nice but I did not try to shoot them because of the residue it might leave behind.

Lots of WWII training rounds used wooden bullets.

The ear plug would work great if I can find some kind of card to put under the plug..
 
spray bullet mold with liquid graphite. cast wax bullets. cast silicone bullets. cast construction adhesive bullets.
Just insure the liquid graphite covers all the mold.

You have access to a lathe. make a "free-check" style cutter to cut " to size" heavy paper gas checks. Make either the original "cup" type and just slide them on or cut to bore size & glue.
 
For a check maker I have used (for 357) an old case sharpened with a dremel then chucked into a drill. For 45-70 I would probably epoxy an old drill bit into the the case so it would fit in the drill.
It's a little gheto but it works for cardboard over powder wads in my 357 shot loads.
