Are there any Canadian sellers with any of these big bore AR-15 uppers? Not looking to buy immediately, but would like one to take with me for big-game hunts in the US until our gov't wakes up and makes the AR-15 non-restricted.

What is the paperwork process to bring in & back AR uppers To and From the US and what are (if any, this depending on each State legislation obviously) the restrictions for a non-resident to hunt with an AR in the US?

Restrictions (if any) depend on the state you'll hunt in. The paperwork needed is http://www.atf.gov/files/forms/download/atf-f-5330-3d.pdf (the 6NIA temporary import form). Then of course need your tags and hunting license for state you'll be hunting in.
 
"...until our gov't wakes up..." Don't hold your breath. Harper has no intention of further changes to the FA at all.
"...bring in & back AR uppers To and From the US..." AR parts are restricted for export. Requires the U.S. State Dept permit and the manufacturer has to be licenced by their Commerce Dept to export. The chances of you finding ammo for any of those in Canada are extremely slim too.
