It would be easier to get a piece of 1/4 cold rolled steel. Wrap it in electrical tape and you're good to go.

Home depot doesnt carry it, I've looked. Metal Supermarket has it is stock, and will cut to ay length. All the box stores that sell brass have 1/4". Or a nice wooden dowel would work

Some 1/4 steel rod with heat shrink tubing over the whole length would also work.
In any event I'd suggest that the end which will contact the bullet should be wrapped with electrical tape so that it's a better fit if the guage of the barrel is much bigger than the rod. You want it to end up centered on the jammed bullet instead of being off center. Use just enough turns of the tape so that it's not super loose but still fits easily.
