5/16 x 36" Solid Brass Rod

metal supermarket, places like totem building supplies, home depot, and canadian tire, usually have a small rack of brass and aluminum.
 
Home depot doesnt carry it, I've looked. Metal Supermarket has it is stock, and will cut to ay length. All the box stores that sell brass have 1/4". Or a nice wooden dowel would work
 
Some 1/4 steel rod with heat shrink tubing over the whole length would also work.

In any event I'd suggest that the end which will contact the bullet should be wrapped with electrical tape so that it's a better fit if the guage of the barrel is much bigger than the rod. You want it to end up centered on the jammed bullet instead of being off center. Use just enough turns of the tape so that it's not super loose but still fits easily.
 
Check some welding suppliers. They should have brass welding rods. When I worked repairing ship propeller we bought bare brass welding rods to weld up the propeller tips.
 
Model aircraft/hobby shops almost always have brass rod available. Always is at PM hobbycraft in Calgary. I'm always leery about putting any sort of steel, wrapped or not down a bore - you MUST be carefull of the muzzle crown or the chamber edges whichever way you go.

Nooooo! Trust me on this one (don't ask).

If the bullet is tight the dowel will slit and jam down the point of the bullet. Now you have a worse problem!

I have a lathe so I face off and center drill the business end, that way the rod self centers.
 
I want to thank everyone for their advice. I got the bullet out last night and everything looks good with the barrel. My buddy had a 1/4" steel rod that I wrapped electrical tape in a few areas, which kept it centered while I tapped the bullet out.
