The PMAG 5 Round Limiter installs in standard PMAG 20 bodies, reducing the magazine capacity to 5 rounds. Designed for sporting and hunting applications, installation of the Limiter is simple, tool-less, and requires no permanent modification of the magazine body. NOTE: This product does not make PMAG 20 magazines legal in jurisdictions where magazines with a capacity of 20 rounds are prohibited. Consult all local, state, and federal regulations prior to usage.
No rivet, but you would have to glue the baseplate to the mag body, which is worse.5/20 rounders with out a rivet!
HuH?No rivet, but you would have to glue the baseplate to the mag body, which is worse.
The Canadian government through Bill C-68 and accompanying "Former Cartridge Magazine Control Regulations" - "...if the modification to the magazine cannot be easily removed...."HuH?
Who came up with that rule?

why wouldn't it be o.k.?

If the rule of thumb is "needs tools to remove", which it seems to be in practice, then the baseplate has to be secured somehow. The old Colt 20/5 mags had a z-shaped internal plug, itself riveted to the baseplate. I've had a number of G-36 mags internally plugged, all baseplate-glued.
The MapPul limiter, as per the ad copy, is designed to comply with hunting regulations, not (our) criminal code.
If Tapco mags can be "un-limited" without tools, I think that's great because it eases maintenance, but am surprised CBSA let them in the country in that configuration.
