$500... Accessories, Upper or Norc?

Hey guys. I'm sitting on $500 I'm itching to spend. Currently I have a 20" Colt Sporter HBAR. Still using the original stock. purchased a crap NCStar rail just so I can mount a bipod. It does the trick but I'd like something better.

So the question at hand, Drop the cash on a solid rail and stock?
Find a carbine length complete upper?
Purchase a Norc CQ-A 14.5"

I'd like the versatility of a full length and a carbine, at the same time I'd like to dress this AR up to the 9's. Any and all input would be greatly appreciated!

If I did do the upgrades it would be a Magpul PRS and an NEA quad or a YHM quad. I'm not really looking to spend more than 250 on the rail.
 
Why not a JP Enterprises VTAC? Fantastic modular free float rail that will give it a clean look and let you customize it to your needs (and cut down weight too).
