.54 Renegade to 28ga /20ga

I have a rough barrel 1" across the flats that still shoots conicals quite well that I'd like to make a shotgun out of.I found a VGC .54 replacement barrel so this one is extra.Green Mt made 20 ga barrels for the TC Renegade so I think this is feasable.What kind of tooling is needed or who does this kind of work?Was thinking about a internal jug choke?Someone could rerifle it to .58 but for me the .54 is enough.I'd like a shotgun.............Harold
