So, did some digging and it appears that the mini 583 series comes with a rail and it’s drilled and tapped and comes with the expected scope rings as well. When you look at other non-restricted options like the “new to canada” type 81, one of the biggest complaints is the lack of options for an optic, so maybe the mini isn’t so bad an option after all. While not an AR, it appears to beat the type 81 in accuracy too ..... at least by reports so far.
