here is a in interesting one... When my handguard is screwed in all the way, the sling stud is not centered. So when i just put on my new UTG bipod the rifle is slanted to the right. Only way I can make it straight is to loosen the handguard which makes it movable all over the place.. WTF?

I dont know if it would be possible to shim it somehow. I put a daniel defefense quad rail on mine and it's not quite centered aswell. I might see if i can get some sort of spacer.

haven't seen many 2.5" and .01" thick washers out there... Locktite sounds better, should probably have it around anyways, where do buy it?

Maybe make a washer or shim to make it not screw in quite as far so that it is in the right position?

I believe the mounting ring that your tube screws into would just need to be rotated accordingly to let the sling swivel be centered when it is fully tightened. Read the disassemble instructions that came with the gun, it tells how to do this I believe.
