it says under .275-calibure but nothing more then 400 foot pounds during deer moose elk and black bear...

Where is the measurement of .275 ? I think 6.5 creedmoor is .295?
Are oranges required for small game with firearms in this area ? It seems to say only during gun season for deer/moose/elk
