Yes - rate of twist, velocities, length of barrel and length of the bullet matter.
Think of throwing a 'hail mary' football - very much similar if not the same principals apply.

You could very likely have a load that shoots like a house on fire at 100m, to have it sh!t the bed at 300 or 400m - make sure you test your loads at all ranges you intend to shoot at.

1:9s and some 1:8s are a crap shoot. They might do the bigger stuff justice, but anyone dicking with heavier bullets in .223 should have or should be sourcing a barrel that will work - a 1:7 will work.
